Yes! I use this free site all the time! The only charge is accepting a pix-message.. which is only 75 cents i believe for us verizon users.
all you need to do is make an account, and it sends you a code to verify that it is your cell phone, and their free!

well i dont know about free ringtones but theres this software u can get if you go to ringfactory.net and its like 9.99 and you can make yuur own ringtones out of mp3s and cd's and stuff and you can pick the part of the song that you want its really cool and works really good. ii have it and hav had no problems with it. you can also get it at Target, thats where ii bought mine. sorry that ii couldnt give you any sites with free ringtones. ii hope this helped a little.
