Why not organize something to do with a group of friends, and then call him up and invite him? Something like swimming, going to the movies, bowling or roller skating. And while you're with him, suggest something else you can do another time, and tell him to call you.

You said you have his number, so call him up and hangout with him a lot. Get close with him again, and kind of make is obviouse that you like him. So then he will ask you out, because sometimes when the girl asks the guy out, and if he says no, it gets awkward and they're not friends anymore. SO, I hope this helps dollface! Good luck
