As for the make up, only wear a leetle bit of mascara, no more blush, just powder, brown eyeliner so it's not as heavy, and no more shimmery gold eyeshadow, use muted greens, and pinks and browns and don't go above the crease because above there is a danger zone and you're risking being very cheap and trashy looking. Get two boxes of dye [only open one at a time though] incase you run out, because if you miss a spot with blonde it'll be obvious, yaknow? Be careful with shades. Try a light brown to start, and go darker after a month if you like it. Growing it out is easier if you don't straighten it much, it'll break off less and be healthier.
As for you makeup, yeah I'd say you wear a lot. I haven't SEEN you, so I can't say if you look like a clown. Try easing up or eliminating the black eyeliner, and using a bit more mascara [top lashes only]. Put the gold shadow on only your lid, not all the way up. Apply blush sparingly on the apples of your cheeks. Lipgloss is fine, you can't really go wrong there.
I think the whole point of makeup is to enhance natural beauty and not fake yourself out. Try wearing NO makeup for a few days, then gradually adding one thing at a time back in. You'll be surprised how little you may actually need [and how much easier it is to not scrub it off every night!]
