if a girl has big breasts and the color around her nipple is big, then if she loses weight and her breasts get smaller, does the colored part get smaller too?

Well, that is called the aerola. If she lost weight in her breasts, the aerola would shrink because of the skin tightening. But overall, it would take up the same fraction of your breasts as it did before you lost weight.
