Short periods of time above 100 at rest is okay, however, if it stays around for 2 hours after you exercise, it would be something worth getting checked out. There are a lot of causes for this, but if it stays this high for a long period of time, you can get what is called "hypertrophic cardiomyopathy"- which just means the muscle in your heart becomes big (it exercises more- and becomes bigger)- and that can have serious implications later in life.
If you are considered there are simple tests that can be done- EKG, Echo, Stress test, to check your heart.
Any heart rate where you have symptoms- ie chest pains, shortness of breath, dizziness, is something that should be checked out by your family doctor.

Because I have a fast heart rate, excercising or not.
But yeah, anything in the 300's isn't good.
But it all depends on your age, fitness level, etc.
