I don't think that your dad would particularly care if you wanted to shave. Next time he goes to the drugstore just go with him and throw some razors in the cart. He may raise an eyebrow but I seriously doubt he would attempt to have an opinion on the subject of a girl's legs. Same goes for periods. Your first time may be a little awkward, but once again, just throw the pads/tampons/ whatevers in the carts and he most likely will understand and not ask questions.

As for the shaving legs thing, it's kind of unfortunate that we all must do this isn't it, just out of peer pressure? Don't if you don't want to, that's my advice, from an unwilling leg shaver. Ah well. I don't really know if I'm going to get at a point, here. The main thing is, it's not a huge deal, and I'm sure if you need any more hair removal advice, your friends would be more than happy to give it to you.

The best thing to do would be to just tell your dad you want to shave their legs. Girls shave their legs, it's a fact of life. He knows this and all the women he's known shave their legs as well. And I'm sure he shaves too. Not his legs, of course, but it's still shaving.

The only other option I can think of is asking your friends if they use disposable razors and asking if you can pay them for a couple so you can shave and not tell your dad. Or you can just borrow one of your dad's.

Your choice, but the first one would probably be best.

ok just tell your dad that you think its time for you to start shaving your legs. and if he says no then just walk off and do it anyways. i mean he wont know because he doesnt go around feeling your legs. but if he can tell u shaved them and says something about it say, dad im 13 im old enough to shave my legs, dont treat me like im 2. see i am 13 and i have been shaving my legs for two years now. my dad is really cool about that kind of stuff. but my mom isnt. so i had to ask her and she said no. well since my parents got divorced my dad has really been making the desicions. most of the time dads dont care because they just dont know stuff like us girls do. and about your friends, if they make a big deal out of it just say, "look ok yall dont need to make a big deal out of it i mean theyre my legs and u dont need to be worrying about my legs." and if they keep talkin bout it just walk off. theyre not really your friends if they make fun of you.
