It's short for a sex position. It's when two people are performing oral on eachother at the same time. It's '69' because their bodies kind of resemble that.

It is a sexual position in which oral sex is given to both partners at the same time. You either lie on your sides or one on top of the other. If it's a guy and a girl, the guy would be giving the girl oral at the same time that the girl would be giving the guy a blow job. The reason the number is associated with it is because that's sort of the shape made by the two people doing 69.
