I'm going to assume this is the girl that still isn't sure if she should go out with the guy that likes her.
Set boundaries. Say "I'll do ____, but not ___". This is good in other areas of your relationship, too. Kissing someone's neck isn't a big deal- you may find that you rather enjoy it.
Let him do it once- and if you don't like it, tell him so. A good guy should probably understand and will respect your wishes :)
[though you may have to explain that getting kissed on your neck makes you uncomfortable; but you may just not like the idea because you're not dating right now] Like I said, give it a chance.
