People dress up to go see it, they also interact with the actors. During the show, there are certain times when they shout certain things after a certain actor says something. Why do they do those things? It's become part of the culture.
if you're still confused, don't worry about it too much. Although the Perks of Being a Wallflower mentions the rocky horror picture show a lot, it's not that important to the plot.

People dress up to go see it in the theatre and there are a lot of things, pre-arranged and memorized that they yell or throw at the screen and at each other. It's just a crazy fun time all around. There is also often a floor show with audience participation.
