Speed is defined in two ways. Stride length and stride frequency. Stride length is how far you go from pushing one leg down onto the ground. Stride frequency is how you quick you can move your legs. If you have a high amount of both, you'll be very fast.
Stride length can be improved by lifting weights. Explosive lifts, especially such as power clean will help you develop stride length. other lifts that can help you include squats and leg press
Stride frequency can be developed through practice. I'd recommend doing feet work exercises that help you develop quick feet. another thing that helps develop stride frequency is flexibility. Volleyball2150 answered Thursday May 10 2007, 10:21 am: the only thing to make you faster is to practice. right now your heart isn't ready for a big speed. so you need to train your heart to run that fast. best thing is to sprint all you've got for as long as you can, then take a break, and do it over. You need to train your heart how to run that fast.. practice
you can do it outside, on a treadmill, inside etc.
