Okay, I'm sixteen and there's this guy that's somewhere around 21 or 22 that lives across from my grandmother. Everytime I'm over there and he's outside he stares at me and when I see him out somewhere he does the same thing. My mom told me that she thinks he likes me but the thing is he never actually smiles when he looks at me but he doesn't look away when I look back. So my question is this: does he like me or not because he's never actually talked to me at all or even waved. I don't actually know anything about him except where he works and that he loves eighties grunge rock (known from his t shirts). What should I do exactly to get him to talk to me or even acknowledge me beside the usual staring contest?

You're nowhere close to being an adult yet, & having any type of intimate relationship would be illegal whether your mother approves or not. Just say hi, and talk. Become friends but nothing more.
