Ellipsis equation

What is the equation for an ellipsis that has a center at (4, -1), a width of 4, and a height of 8?

I've looked all over the internet for the equation but I can't find it.

And in case anyone else decides this question is "inappropriate", I'm not asking you do "do my homework" for me. I'm asking someone to help me figure out what to plug in where and I gave an example because it's easier to give specific examples than to ask for the equation in general terms, that way I can complete my homework (of which there are MANY MORE of these problems).
