hair curler

i just got another hair curler, but it wont work. i know its not the hair curler thats not working, cause i've tried using lots of them, and they're all good. everytime i use it, just the bottom of my hair gets like one big curve, but it doesnt actually curl it or do anything to the top or anything, and it's really frustrating. how do i get it to make all of my hair wavy/curly, even the top part, instead of just a curve on the bottom?
