how much should a 16 year old weigh thats 5ft 4in

anywhere around 120lbs is "fit".

EDIT:: no, its not anerexic. BMI usually starts from 5 feet, when you should be 100lbs. then you keep adding 5lbs to every inch you go up. EX. 5'1=105lbs 5'2=110lbs 5'3=115lbs 5'4=120lbs.

but this is BMI, its not accurate..the best way is to ask a doctor to find out for sure what your body fat percent is..
