i do tell him to go slow but the slower it goes the worse it hurts it feels like hes tearing me apart

Bascially, if it hurts, tell him. Yes, going slow usually makes it hurt worse, but it will give your vagina time to stretch and get used to having a penis there. Have him put his penis inside you and just let it sit for a few seconds. If the pain doesn't subside at all, you are most likely going to have to buy some kind of lubricant or else sex will never be enjoyable for you.

I don't know how old you are, but there's a chance you haven't fully grown. Once you are developed, having sex shouldn't hurt as much.
