Some people sell them unlocked on ebay but failing that you can always buy it from a cell phone company (depends on where you are because I don't know how it works in the US) but here in the UK somewhere like carphone warehouse will sell you handsets offline (without a SIM and without a contract and stuff) which you can make sure are unlocked for you when you buy them from them. Only catch is that these handsets will be VERY expensive (retail value which is usually £200+).

Best bet is to buy it from Ebay for a good price pre-unlocked or find one that's not unlocked and have a place near you where they will unlock phones to do it. In the UK many places on the high streets will unlock phones for £5-10 depending on make and model. I suggest checking beforehand because some phones can't be unlocked and some, like the 3G mobiles can only be unlocked by the company which can cost more than what the phone is worth.

Sorry I can't be more help than this.
