can you set an alarm on people so that a thing pops up when they sign on? [on google talkk]

The alarm feature is for messengers like AIM, Yahoo, etc. I'm pretty sure Google Talk does not include that feature. This is a useful website-

If you think that an alarm would make Google Talk better, you can suggest it to the website. There's links & what not that you can follow. There's also a lot of FAQS on the website.
