is it possible to get atleast a little sunburned/tanned in sunny, 65 degree weather?

Yes. The temperature has nothing to do with it, it's the sun. It's common to get sunburned on snowy days, because the snow reflects the sunlight. The reason people aren't tanned in the winter is because they are wearing more clothes and spending less time outdoors.
