Depending on how many people you want to send your comments to, it can take up a lot of bandwith. Something a website might not be able to handle due to other people that may use that "mass comment generator".
Even if there is such a thing, it probably is against the Terms of Service of whatever website you want to spam in (You're probably wanting to comment on myspace, but that's against their ToS)
