getting hair thinned

when you get your hair thinned, does the sylist cut hair off the outside of your hair or the inside layer? and where does she thin it? bottom? under the ear and lower?

She uses thinning shears, they're basically look like scissors with bristles instead of a sharp part, I guess.

the styleist uses specail sissors and it cuts some of your hair, so that you don't have as much, but the problem is that when it grows back it looks like a really really bad mullet
