He's probably really shy and doesn't know how to make the first move. Hold hands and cuddle for now, there's plenty of time, and if you rush him you could frighten him off.
He'll get around to it, but it will have to be in his own time. Think how you would feel if you were being pushed into doing something you weren't ready for. It will be all the better for the wait.
