If you're extroverted granted it's easier than if you are an introverted soul. It's a lot more fun if you are the shy type as you can say something quite bold but not dirty he wouldn't expect coming out of you.
What you need to be thinking about is how he makes you feel inside and what you want hm to think or feel when you say it to him. It's got to be original and from your own head for it to work.
The best thing I can suggest to you to start writing down on paper or in a diary things that he makes you think or feel or things you think about him that are cute, funny, sassy, sexy to you. After all he wants to hear something sexy that actually came from you.
Think of this as your shot to tell him exactly what you think about him that you think makes him sexy and solidify your chances of being his girlfriend if that's your true objective.
If you write about him in a diary yank it out from wherever you hide it and start working with those thoughts and something will come to you.
The best thing to do is just improvise and at the right moment whisper something sexy or naughty (not dirty or vulgar) to him while thinking at the same time that this is exactly what I feel as doing it from the heart and from your own imagination right on the spot is what will lead to sparks, laughter or a grin out of him and maybe a relationship.
