An ingrown hair looks more like a pimple, while herpes looks more like a sore or blistered pimple.
Both are gross looking. If you're worried about having an STD you should probably get tested, it's better to be safe than sorry.

An ingrown hair will have a hair follicle trapped and/or infected.
Herpes is caused by a virus. There will be a reddening, then a blister with clear fluid inside, then it will burst, and usually there will be a very painful red mini-crater left in place.

I'd go to a doctor to get it looked at though.

Go get tested. It's the only way you can be 100% sure.
