Pre-pubescent girls tend to have less fat on their chests than slightly older girls. It's the natural way a woman's body grows. A lot of older teens have a tendency to shop in the juniors department and don't do their bodies justice because of it. Try expanding out of juniors and try on other dresses. 16-18 year-olds do not have the same bodies as 12-15 year-olds. [ Moop's advice column | Ask Moop A Question ]

Not sure how heavy the wights should be just pick a moderate weight you can pick up easily and that you can hold firmly without any hesitation.
Try just moving your arm up and down from your fist to your shoulder a number of times.
You can also try lifting those sliding weights, you do while lying down, that could help you.
Don't try lifting wights over your head because that is extremely dangerous especially when you can't sustain the weights.
