Each question should have three smileys next to it. Simple click on the rating you want.
Frown: 1
Straight: 2
Smile: 3
And also after you answer a question it says..
"Since you are a moderator, you can rate this question: (smileys here)"

After you have answered a question, it will say something to the effect of "You're a level 1 Moderator & can rate the question. Yadda yadda." It will have three little faces; a frownie, a straight face, & a smiley. It goes from bad to good (from the frownie to the smiley, obviously.) Just click which one you feel is deserving for that question.

You can click on the first face for a bad question, second face for inbetween good and bad (however, it's best to choose the first or last face), and the last one is if it's a good question. These can all be found below each question.
