it means that they are referring to a comment above ( ^ - pointing upwards) or below ( v / V - pointing downwards) their comment.

VV and vvv are probably in reference to the picture comment underneath the one the v's are in. The ^^ are probably in reference to pic comments above, words above, the picture itself.
It's also known as a smiley face (^^, that is. Think, happy. The VV might be a face too, but I've never seen that one before.)
