i can not flirt with this other guy who i thinks likes me because he has a girlfriend.so what should i do to get him to know i do not like him that kind of way?

Don't flirt with him, or cross any friend boundaries. Being as he does have a girlfriend, you don't want to step on anyone's toes. So just treat him as you would any other of your guy friends, who you only want as friends. And if he makes any moves towards you -- reject them, and tell him you only want to be friends with him, and nothing more.
