When a guy is circumcised, the foreskin is removed.
When your not circumcised, the foreskin goes over the head of the penis.

Without circumcision, men have a sort of extra tube of skin that covers their penis.

Circumcision is the removal of this skin. It can be done for religious reasons, or just for cleanliness (it's harder to clean an uncircumcised penis).
