okay. you have perfect skin, so i dont suggest a foundation unless you really want to. i always wear black eyeliner but its toatally up to you. i think you'd look good with black eyeliner on the bottom and black mascara. (when applying the eyeliner, they say its best to pull the eye into into a straight line but instead, i pull the bottom lid down and apply a thin amount) since your eyes are green i would suggest using neutral tones for eyeshadow and apply to the lid. glittery eyeshadow would look gorgeous.
