You cant hun they havent made that feature. But you can send a bullentian and everyone on your friends list will have the option of seeing it. Hope I helped <3

You can't figure it out, because that feature absolutely doesn't yet exist. I suppose they figure that is what the Bulletins are for. :/

No, there isn't a way to do that.
But you can copy/paste the comment to everyone. It'd be quicker than typing it out everytime.
You could always post a bulletin...?
