Fake internet page only on my computer(not for a prank)
My brother has a rare disease that was caused by dieting and no doctor was able to cure it.When I learnt that cancer patients who were given something they thuoght would help them recover, that was not really a medicine actually helped them.I made up this fake medicine and he didn't think it would work but he never suspected that it was not real.Please help me find a software that enables me to create a fake web page that exists only on our computer.

Placebo is the word you are looking for.
If you cant make a page online and cant make it look realistic through photoshop and all you could try making fake documents. Like a shit load of papers that are some doctors (globally famous) latest work presented in a seminar with doctors from all around the world etc.

Honestly, a online support group might be best for him. If you google "online support group" and the rare disease name - you'll find plenty of options.
