A bad smell and frequent discharge mean something is wrong. Do you wear tight pants? Are your panties cotton, or are they something else? Do you take bubble baths? Are you sexually active?
Tight clothing, man made fibers (like polyester, lycra, etc), bubble bath soap, and other such things can cause irritation and lead to these symptoms. You may have a yeast infection, or some other sort of infections (boy, I'm answering a lot of infection questions today!). If you are sexually active, it could be something more serious.
Whatever it is, you should see a gynecologist. Talk to your mom and tell her you have noticed a bad smell and discharge that you would like to have checked out. It will be awkward, since this kind of personal stuff is hard to bring up with parents, but she will understand and get you taken care of as long as you make sure you are clear that something is not right and you want to just make sure you don't have any infections or anything.
As for cleaning there, use very mild soap (baby soap is very gentle) or just water. You might just be having a reaction to the soap.
