You would be able to drive in NYS most likely but, if you do not have a full license equivalent of a Class D license of NY then you cannot drive in NYC. You are not allowed to operate any car unless you are 16 anywhere in NY- it doesn't matter if you have a full license from another state. Junior licenses/provisional (unless they are temporary replacements for a full license) are useless in NYC- you can't drive at all until you meet the requirements.
Don't drive in NYC until you get your final, full license and are 18 years old; I got my full license at 17 because I did driver's ed but I have a NY license. Driving when you're not supposed to is very frowned upon here. [ MikeCFT's advice column | Ask MikeCFT A Question ]

Here in NC I can get my permit at 15 and my license at 16. When I received my permit I was allowed to drive in NC, but not NY when I went to visit relatives. Reason being that in NY the driving age is 16 to get a permit. Sooo, if you're 16 and have any type of driving license, you should be able to drive in NY. Then again, with permits, IDK if those are only meant for in-state, like if I were to have a NY permit driving in NC, I don't know if that's allowed. You should probably check with your parents or your local DMV should be able to answer that. Just go up (or call) with your question. I know I'm probably not of much use, but I hope I at least explained why you would/would not be able to drive. [ S_C's advice column | Ask S_C A Question ]
