i have a problem with staring at this girl like not the normal kind of staring like always ALWAYS staring at her i cannot stop. i stole her skirt and sports bra but i almost got caught so i put it back. I just cant stop her friends tell me to stop but i dont see what the problem is i mean i like her looks. am i insane?

Maybe you need some personal/mental help. That is honestly not normal and you should tell a doctor. This my effect what you become when you are older and you never want to be come a rappest... or anything else like that. There is a problem this is not normal to be stealing her things and staring at her all the time. It sounds a little bit obbsessive.
Just think how would you like to have someone staring at you all the time that you completly hate and are grossed out by. It is probably a little creepy and frustrating.
Maybe you should start by just looking in the oposite way of her.
