Well when your sister is not in the room, you could try the nervous game on him and see how it goes. If you don't know, the nervous game is when you place your hand on his chest or some other part of the body and ask him ar you nervous? Then slowly move to his crotch area, get closer slowly, and continously ask him are you nervous each time you stop and get closer. If he say's yes, well, he's not a good player.
hope i helped
xo

its really a lot easier for girls to make moves. guys tend to be a lot more receptive. your move can be as simple as "hey wana make out"

Well if he is one of your sisters good friends, try talking to her anout it. She might give you some input anout him, and the things he likes to do, so try asking him out to a movie if you want.. but i would definantly takl to your sister because she could give you valulable info about him!!
hope things work out!!
