Signal For bikes. Can it be installed to all bikes?

I dont know how its calle din English but where I am from it is called a signal. Sport Bikes have it. It is easylly pushed with your index finger of the left hand and lets other drivers know that you exist. Once pressed, its a soft button, it switches instantly from low to high beams and then back to low beams again. Can this be installed in all bikes? And how is it called?

it is a bike head light to install it with a special clamp for the bike it should come with one
