Itching every now and then like the other girl mentioned is okay but the itching you are mentioning seems to be a constant thing and that's signs something needs to be tended to.
The itching you mentioned is around your labia. You should have your mother or you can do this on your own too book an appointment with a gynaecologist to tak a look and see what is going on with your reproductive system and what might be causing the itching.
You probably have an infection and need a prexcription cream for it. It would be a good idea to talk to an older female be it your mom, sister, aunt etc about this as well. As embarassing as it may be to you they've all dealt with it or know how to handle it. Feminine itching is pretty common and they will know whether you need a gynaecologist or an over the counter cream.
The other question I should ask you is if you use bubble bath or soaps with perfume in them? If so, this could be what is causing the irritation. I hope this helps you out. Lol, well did you shave "down there?" Because if you did that could be it. It probably wont be itchy anymore if you just stop itching it.

itching/burning
clumpy white stuff
smells bad
the causes?
tight/dirty clothing can trap the bacteria.
bad use of soap [the vagina already cleans itself /discharge/ so no soap is needed.]
hormones.
there's other causes
but these seem to be the most common.
It could be because of razor burn [if you shave]
or any lotions/body wash that you use.

If it's on your skin, it could be from shaving (if you shave), or using a new product (soap, shaving cream, body wash, etc.).
