Why would a chunky girl tell a skinny girl that the skinny girl is average and size 10 when everyone tells the skinny girl she is skinny and size 4?

Jealousy. If someone thinks another person is prettier, skinnier, more popular, etc. than themselves they will often tell themselves or even that person that "They aren't that great." They make themselves feel better by making the other person look worse.
