marybethO has pretty much got it down. So I'll just add on to that. When you *steam* your face, it opens your pores. When your pores are open, it's easier to get the dirt out that's in them. Therefore, it gets your skin cleaner than washing it with cold soap and water.

You can buy the steam machine out on the market, which is pretty much a bowl-like machine generated steam by adding water.

Or the cheaper way is to put tower in Hot water for couple minutes; take it out and dry out the water; put it on your face for couple minutes.
Warning: Don't use boiling water, it might burn your skin.

The heat make your pore expanded, and it's easier to clean, and let your skin to absorb whatever the lotion/toner/facial treatment better.
