I like him.
He said he was to good of my friend to go out with me, and he said that if we werent as good of friends he might or doesnt know if he would go out with me ever.
This was a long time ago [like 3 monthes]

Sometimes guys say that simply because they're scared, or truly, don't want to ruin anything. Its possible he thinks of you more as a sister, rather then a girlfriend.
It is very likley he liked you in the past.
If you want things to heat up, you can go with the jealousy scheme by letting him see you flirt with other guys, or talk to him about other guys.
OR.
Just start flirting with him. However, if he's totally not interested, don't push it. That could lead to big problems.
