in photoshop theres' a filter called 'liquify' that will do what you are looking to do.

There is a program which is called photoshop which you can do loads of cool stuff to photos and even repair old photos, mess them up and heaps more.
Hovever it is quite expensive (from around £400 +) so if you are considering buying it, shop around for the best deal.

but you can always go no google and download picassa - it something to ur picz u can change da colours and make colages and stuff
