strange flap....
well...its really weird...i have this strange flap of skin coming out of my lady part. its on one side...and it just seems like its stretched out or something. the only problem is...it hangs out and rubs against my underwear and its really uncomfortable.

You have "asymmetrical labia."

Some girls have that. Its nothing to be ashamed about. Everyones parts are different. When you get older i think they have a surgery or something to get rid of it. But, just try not to worry about it for now.
