Keep in mind that it's been an unspoken tradition to scare teenagers into thinking they can't get their license. In the state of Florida "Every person under 18 years old MUST hold a Learner’s License for one year – there are NO exceptions to this law.

No person may drive alone with a Learner’s License – regardless of age." ~([Link](Mouse over link to see full location))

What this means is that if you're 16, that no longer means you can show up to the DMV & take the driving course to get your actual license. If you've never had a learners permit (& your younger then 18) then by law you have to have your restricted before getting the real thing.

The youngest age to get a learners permit is 15 years old. Technically your friend isn't correct because if a 15 year old were to get their learners permit then by their 16th birthday they can get their drivers licenses....it's all about timing.
