Feeling Rejection? or Just shyness

My neighbor he is about to turn 18 in October we used to be friends as babies, toddlers and kids but we became distant around the age of 9 and never really talked again i became pudgy and didn't want to face boys! and i don't know if he felt i was ignoring him but now 6 years later i am thin and confident around boys and i want to build a friendship with him now but i think I'm doing everything wrong, I don't really think I'm being obvious that i have interest in him but my Mom thinks i am but i try and be outside to finally say Hello on my own without my dad saying hi first or whatever it would feel like a big Accomplishment! but i feel maybe i am being to desperate! he likes to listen to loud music so i get in my moms car and put the radio loud and look over to his house to see maybe he's coming but play it cool I mean he doesn't even look at me! So I don't think he noticed I was looking that way! or doing it on purpose.
Like today, i had just gotten back home and like 5 min later here he comes in his car and i get out and my Mom puts the music loud! and i go to the mail box and get the mail and he does the same thing but when he was walking to the mail box he looks down and turns his back against me and ignores me! and i feel maybe he hates me! or is just shy? And he sees I'm out there but doesn't say anything! and looks the other way we've had a few moments lol. Once i was in the car going down the street and he was leaving and he looked right at me and was smirking and i just grinned and looked at him too! and then one time where i was leaving and he just pulled in and he looked at the car and almost tripped getting out fast and i smiled! but he always looks dumb struck! but doesn't say anything and i don't know what to do?? Maybe he's getting the wrong impression? that i don't want to be his friend but something more?
What would you do if you were me? Want to build a friendship again with somebody you used to be friends with but hasn't talked to in person in years?
