Meeting new people

Problem: I want to approach someone and perhaps become friends, but I have no excuse.

Story: I recently started sitting by myself somewhere, and I saw this guy sitting by himself as well. We've made plenty of eye contact, and today, he moved from his last spot to somewhere across from me. I want to talk to him because he looks interesting, and our eye contact is intriguiging. Heres the problem though: I'm shy, and it's not like I have any reason to talk to him. If he were in my class, it would be a different story, but he's not. We just happen to look at each other and sit by each other.
Suggestions?

perhaps you can just say hi, and start off with some small talk. Anything from music to school would be fine. after about two minutes or so pass introduce yourself =D


then on you can kinda ask for his number or whatever
