Eyeliner and Mascara smudges!

Question Posted Monday September 11 2006, 10:18 pm

Okay, are there ANY ways to have eyeliners and mascaras not smudge? I've tried waterproof everything but at the end of the day I end up with dark rings under my eyes form the make up!
