Well, Sounds like Kerapotosis Pilaris.
I have it too,the best thing you can do to treat it is try buying like cortizone. That works pretty good , or go to your dermatolgist to get a perscrption. This is completely common, yet it is ugly and Im always embarassed about it, but it should start reducing by using Cortizone.
Good luck!

i think i have what your talking about. ive had them for a while too. they are like red bumps that look like pimples but they arent. i have them on my arms and inner thighs. its soo annoying. but i asked my doctor and she said they are caused by having pale dry skin. soo if you have that then im pretty sure you have what i have. my doctor said not to worry about it and that they fade when you grow up. so..its not anything serious..im pretty sure. :] ]
I think what you have is what the other advicenators suggested, but heres a tip... DONT cover it with make-up. It'll get oily and dirty and maybe cause more. Go see a dermatalogist ((sp?)) asap!
I hope I helped!

They may be broken blood vessels, if they are under the skin and not on top. If the spots are on the surface of your skin (like you can feel them when you touch them) go see a dermatologist as soon as you can. ]
It may be eczema or rosacea. Heres some info about them.
Good luck
