if u happen to see him in the hallway, or in another class, casually bump into him and introduce yourself and say "hey, i recognize you! youre in my ____ class, right? I'm (insert your name)!" now he will introduce himself, and then yall can talk about that class/teacher/the homework and go from there.

just go up to him and say hi and just start askin him questions and stuff. or you could go up and ask him a school question and then start talkin like that

Well I'm a 13 year old guy. You should first just say hey to him a few times when you see him then just go up to him casually and ask him a few questions about himself. He shouldn't get disgusted or weirded out by you. If he doesn't have many friends and that is why he doesn't talk much maybe you could act friendly towards him and he will want to talk more to you.
