First of all your only 13. Dont rush you got your whole life ahead of you to make out and start a long lasting relationship. If you ever want to make it for a whie with a guy and have a great relationship wait till your older and you know alot more!

sweetie, you're only 13. No need to rush into these things. Why do you want to make out/get them close to you? Is it to look cool or for popularity...well, if you do it too much, people will consider you a *cough cough slut cough*. So you may wanna keep the distance from being labeled as that.
IF there's a guy you really like, and he doesn't ask you out, YOU ask him out. What's the point of sitting around and waiting for a boy to ask you? BTW, who made up that whole thing about boys always ask girls out? Screw that moral. You should definately ask guys out =D
P.S. if it's a guy that you really like and is also your best friend, good friend, etc...well, I suggest you don't ask him out and keep that friendship. Real friends are hard to find and are much more valuable than a reltionship that won't work out =X
