well i'm not exactly sure what she is trying to say in this song. i'm a bit confused about it. the london bridge is a bridge in london, and it is famous because it has been destroyed and rebuilt a few times in the past.
that is why they have this nursery song out... "london bridge is falling down, falling down..."
however, london bridge can also mean a few different sex positions... usually involving 3 to 4 people. read all it's different meanings here:

so i am not exactly sure what she means in the song... i dont think anyone does. she probably did it just to start controversy and have people talk about her and the song.
as for your second question, there is no such thing as a head job... never heard of it. if it does exist, then it is the same thing as a blow job. and a blow job is when a girl gets a guy off by oral sex... meaning sucking on his umm well you know. ok hope this helped, let me know if you need more help! :)
